Infopath 2007 Licensing Problems

We are looking to design an application using Infopath for a
small/medium-sized company. In researching the licensing, we discovered that
there is no per-seat license required if the application uses web-based
forms. However, the application uses Windows Forms, the deployed application
requires a $199 per-seat licenses.

I can understand paying a license fee for the Form designer. However, I need
an explanation for the philosophy behind the licensing the form viewer
control for Visual Studio. If I use a browser to view a form, it's free, but
I use a Windows Forms application to view the same form, it costs $199?

What am I missing?
