Are you trying to open the database from the CD? If so, the database will naturally be read-only, as CDs are read-only.
If you've copied the MDB file to your hard drive, it's possible that the read-only flag that's set when you write to a CD is still set. Find the MDB file in Windows Explorer, right-click on it, select Properties, and uncheck the Read-only box.
