Hello:

In Word 97, whenever I inserted a picture, I could immediately move it
around the page. When I insert a picture in 2003 it looks like it has a frame
around it and can't be moved. I then reformat the picture in advanced editing
so I can move it around the page.

It would save me quite a bit of time if I could just insert the picture the
Word 97 way. I appreciate any help I can get.

On the Edit tab of Tools | Options, you can choose the desired wrapping for
inserted/pasted pictures. The default is In Line With Text (which makes it
behave like a font character); obviously you want something different.
