Restart numbering broke!

Brand new installation of Word 2003...

I have stlyles called [Table headings], [Table a.] and [Table 1)], the
intent being a table that looks like:

[Table Headings]
a. text [Table a.]
b. text [Table a.]
1) text [Table 1)]
2) text [Table 1)]
[Table Headings]
a. text [Table a.]
b. text [Table a.]
1) text [Table 1)]
2) text [Table 1)]

The problem is when I type the first "lettered" line it continues
numbering from the previous table. Fine, I select restart numbering
and it goes back to "a." After the second table heading I want it to
start over at "a." again but it insists on staying as "c.". The little
lightening bolt comes up with the option to "restart numbering" and it
ignores me. I go to "bullets and numbering" and the "restart
numbering" is grayed out. But if I go to the second "b.", THAT one I
can restart numnbering.

I've wasted an hour now trying this simple little task.

Can somebody give me a hint???

Already familiar with that. Issue was really more simple than that. I
was confusing styles that were similarly named but one was attached to
Level 1, the other of course wasn't and I was choosing the wrong one...
