Task Manager Group Permissions?

Here's my scenario. I need to grant the group "Power Users" the access
to view all processes, started by all users. By default, the box on the
task manager where you could click "Show Processes from All Users" is
greyed out. I need to be able to enable that feature, and I cannot find
anyplace to enable it, short of making them an administrator.

I've thought about editing group policies to allow access to services,
but this would only allow them access to view/edit services that are
already running at the time you enable them, and the Power Users group
would not be able to view new services that start later.

If anybody has any ideas, could you get back to me? Thanks so much!
