Access 2003 requires admin rights

I have recently upgrade the MS Office suite from 2000 to 2003 on a Windows
2003 terminal server running in application mode. I have Citrix Presentation
Server 4.0 installed. The problem that is exhibited is that I can start
Access with user rights but if I try to design or open any queries, forms or
reports I get the following message

"This feature isn't installed or has been disabled."

If I open access with admin rights everything works fine. I have also tried
using power user rights but get the same results as user rights. The other
office applications seem to work fine. I have spent many hours searching the
internet and can not fine anything on this problem.
