You have posted this to an ACCESS newsgroup, not a PUBLISHER newsgroup.
You might try making your suggestion without all the fluff and complaints. In my experience, it is very rare that you would not be able to use older Microsoft files with newer versions of the software. You might try posting this question in a PUBLISHER newsgroup. I would bet that you are encountering a user error, not a software restriction.
