Outlook 2000 vs Outlook 2003 PF Permission

Hello,
I have a situation where we have users that are being refreshed to new
desktops where they will use Outlook 2003 instead of Outlook 2000.
We have custom forms in our public folders.
When these users sign onto an Outlook 2000 desktop, all forms\apps in Public
Folders work fine. If the same users sign onto Outlook 2003, the apps\forms
do not work. Normal permissions they have are either reviewer or
contributor. The only way I can get it to work is to inscrease their
permission and add create rights.
So to recap:
Same User
Same permission
Outlook 2000 - Reviewer rights works
Outlook 2003 - Reviewer rights do not work, need to add create to reviewer
then everything works.
What would be different between Outlook 2000 vs 2003 when it comes to these
permissions on the Public folders.
