The message you are getting is because you aren't using the correct workgroup file, or you are logging in with a username that doesn't have permission to open ... (whatever came after the 'use' in your message).
Replicating it was a bad idea to try and troubleshoot this.
Is this database split? If so, copy the frontend from some other user's computer.
