You have missed one or more steps in the securing process.

Essentially you leave the default workgroup alone and create a new custom one for use by your app. You would store the workgroup information file in a public folder so that all of your users can access it. Have you read the MS FAQ on Access security? It is essential reading if you want to gain a full understanding. There's a link to it on my web site. There's no filler in the FAQ, it's all relevant and you need to understand it all.
