Try the following: (1) Remove the digital signature; (2) Use File-New to create a new blank database and import everything from the problem database into it; (3) Rename them so the new database has the correct name. (4) Re-establish all References and get a good compile; (5) Try to establish the Digital Certificate in the new database. (When Importing, use Options to make sure you are importing Relationships, Menus & Toolbars, etc. as needed. Also, don't forget review security settings in the new database.)
I find importing everything into a new blank database often yields a more healthy database.
