I think your best bet for finding people with C++ background is going to be a C++ group or maybe the office.developer.automation group (if you're not on the msdn newsgroup page right now, you can get there via the newsgroup listing on the msdn site).
Numbering is unquestionably THE most difficult and complicated thing you could ever try to do with Word. These two website provide some background on numbering, outlining and some VBA code on how to handle some of the more mundane tasks. This should at least give you some background on how Word's numbering works...
