how do I vertically center a document with footnotes?

I am trying to center a block of text and a table on a document with page
setup- vertical alignment set to Center. It works great as long as I leave
out the footnote. Once the footnote is added, the alignment reverts to Top
regardless of the page setting. Thank you.

Does it make a difference if you set the footnotes to be "Below text"
instead of "Bottom of page"?
