Word 2003: How do I add a header to a blank placeholder page?

I am creating an user manual with MS Word 2003 (PC) and I can't add a
header/footer to my automatically generated placeholder page.

My document has multiple sections with different headers and a universal
footer. I designated certain sections (i.e. the beginning of each chapter)
to always start on the right side ... Section Start: ODD Page. When Word
2003 needs to insert a placeholder page before my designated section (so that
the section can appear on the right side), then Word 2003 inserts a blank
page with no page number, header or footer. I don't want an absolute blank
page. Can anyone help me??!
