The dropdown is a Form control. All Form controls operate only when you "protect the document for forms", either by clicking the lock icon on the Forms toolbar or by going through the Tools > Protect Document dialog. Until you do that, the control is in "design mode", which is what you're doing. The drawback is that protecting the document makes everything except the form fields uneditable. That probably isn't the effect you wanted.
