Word Drop Down tool for template, how to use once set up?

I've created a drop down menu within an interdepartmental template form. I
find this tool cumbersome to use as I have to double click the box, find the
category on the list, use the move key to bring the it to the top of the list
and then select OK. Should'nt the list from the pull down menu appear
automatically when I double clickt he drop down box?

The dropdown is a Form control. All Form controls operate only when you
"protect the document for forms", either by clicking the lock icon on the
Forms toolbar or by going through the Tools > Protect Document dialog. Until
you do that, the control is in "design mode", which is what you're doing.
The drawback is that protecting the document makes everything except the
form fields uneditable. That probably isn't the effect you wanted.
