How to add background sound to a web page

I have Microsoft 2003 professional edition on my laptop. When I clicked on
the Sound button in the Web tool menue to add background sound in my web
page, I got the error message " This object was created in
HTMLInlineSoundCtl. The application is not availble to open this object.
Make sure the application is properly installed and that it has not been
deleted, moved or renamed.
I ran my Microsoft 2003 setup twice. I added the Web component from the
Updates web site but the message continues. Same problem when tried to add
video. Rest of the buttons on the web tool toolbar work fine. Can someone
help plesae? Thanks
