I just started using OneNote 2003 and so far am pleased, but I would like to
change the default font settings for the page title. Is this possible?

Not globally, but if you create a template page with the page header
formatted the way you want it, you should be able to save it as a
stationery item in the Templates Task Pane and set it to be the default for
new pages in that section.

The formatting settings for the Page Header will be copied from the
stationery to new pages.

This works the same in 2007 as well.
