can infopath 2007 forms be saved to desktop from browser, fill out the form
offline and submit it later?

yes, if the author of your template (.xsn) allows you to do it

Jeff-
I believe the forms options are related only to clinet mode and not browser
mode.The save option in the browser mode allow saving back to the server and
not locally.
Am i correct ?
