Need Advice on how to correct

Hi, Developed my first form to send results to a Access database. Everything
seems to work correctly except for the following quirks:

When a user accesses the from to fill out, the see the basic form with a
"New Record" and "Submit Button" along with the "Insert Item" with the little
down arrow box. The quirks begin with the user moves their cursor into the
form to begin inputting data into the fields. When the cursor is moved into
the form, a border shows up all around the form. When ever a user click
anywhere outside one of the fields, the whole form inside the border is
shaded light blue, and the form scrolls back to the top of the form.

Any thoughts on whats happening and how to correct?

When I first created the form, I deleted the button and sections to query
the records as did not need this. Only need a users to input data and click
on the Submit button to send to a Access Database.
