Lately, when I open Excel, the top Excel name bar and the bottom tool bar are not on the screen. It appears that the worksheet is too large to be contained on the screen.

The top Excel name bar is totally off the screen with only a a blue line showing. The lower toolbar with drawing aids shows about half of the bar. They are too far off to click and drag them back onto the screen.

If it is a matter of not being able to resize the window or drag the window into position try Alt+SpaceBar which will allow you to move and resize the window. Though if you can see a blue line from the bottom of the Title bar would think you could drag that down.
Are you icons the same size as before, if not possibly you changed your screen resolution in the Control Panel, Display settings.
