In Access create a command button to replace a keystroke sequece

In Access I would like to create a Command button to function equivalently
to the following keystroke sequence: Ctrl ' This command button would be
added to a form to recall the last value in the previous record for a
specific field. Clicking the command button would replace manually typing the
two keyboard keys "Ctrl" and the "Aprstrophe" keys.
