The conditions under which Microsoft supply OEM versions of the software at a reduced cost to the OEM and probably also to you is that support is provided by the OEM. You get what you pay for.
Re your Outlook/Outlook Express problem, do you have a email account configured in Outlook Express? If so, get rid of it and see if that overcomes the problem.
