Tools->customize option disbled?

I wanted to add a bookmak to a document I have. But "Bokkmarks" are disabled
(grayed out). Some changes according to the Help files tell me to use

Tools->customize

but the option "customize" is also grayed out for that document. Is there a
way to re-enable it, so that I can re-enable inserting Bookmarks?

At least 2 other ways to get to the Customize dialog:

1) View>Toolbars>Customize, or
2) Right-click a toolbar or the Menu Bar & select Customize from the
contextual menu.

If either way works make sure to click the *name* of the Menu Bar, then hit
the Reset button. Otherwise post back - I believe there is a macro someone
may be able to provide.
