Only your firewall manufacturer may tell: if the software looks at file-ending only, it will not recognize that this is in fact a *.zip (bec. it will be a *.docx, for instance). If it does indeed look at the file itself, then you either need to change the rule to let through *.zip, the manufacturer needs to update his product, or you need to get hold of a new firewall software.
In itself, categorically disallowing *.zip does not seem to be a very intelligent rule and lead to unneccessary bandwidth usage (for all that's worth ...).
