Default # of worksheets

I am trying to set the default # of worksheets for a workbook.

The setting in Tool > Options is totally ignored when I make the change in
this dialog box.

I have to modify the # of sheets in \XLStart\Book.xlt in order for it to work.

Why does Tools > Options not work?

What is the relationship b/w Tools > Options & Book.xlt - do the settings
normally change the template.

The number of sheets in book.xlt trumps that setting.

Either dump book.xlt (I wouldn't) or add more sheets to it.

Or don't use the New icon on the standard toolbar.

I use xl2003 and I could click on:
File|New... (note the ellipses)
then choose Blank workbook from the taskpane and I'd get the number of
worksheets specified in tools|options (book.xlt is ignored completely).
