This is a little misleading. Selecting "Custom" *always* brings up the Format Settings dialog. In that dialog, you can select what styles you want to be "available." These styles will be displayed when users choose the "Available styles" option. You can (perhaps) also determine visibility for "Styles in use" and "All styles" by changing the list displayed in Format Settings.
