Packaging Wizard, will it work and where's it located

I need to package an Access XP/2002 database for runtime distribution to NT4
workstations. I have both Access 2002 and 2003 installed. I also have the
Microsoft Office Access 2003 Developer Extensions installed however the
deployment package that this creates cause the following error message, "The
specified program requires a newer version of Windows", when it is run on an
NT4 workstation.

I have successfully run Access 2002 runtime deployment packages on NT4
supplied to me by others. Therefore I figure that if I use the Office
XP/2002 Packaging Wizard that it will build an NT4 compatible package.

My questions are, a) is my assumption correct, b) where do I find the Office
XP/2002 Packaging Wizard?

System requirements for Office XP are at the following URL. Yes, NT4 is
supported, with a few caveats, see the URL for details. Sorry, I'm afraid I
can't help with where to find the Developer edition now. It tends to become
scarce quite quickly when a new version is released.
