database locked

i have a few databases that are shared among several users
there is one database used by several people, however, a new person recently
started here and is now using one of the databases
problem is, when she opens it and uses it, nobody else can get it; it says
it is "placed in a state by <user> on computer <computer> that prevents it
from being opened or locked"
if she closes it, others can get it no problem
i know this can happen if someone opens an object in design mode, but she is
not doing that
any ideas?

Do all the users have full windows permission to the folder in which the
database lives? Can they read/write/update/and delete?

On her version of access, go to Tools>options. Click the advanced tab. Find
the option "Default Open mode". This is probably set to exlusive, set it to
shared.

the default open mode is set to shared
and the folder on the network with these databases has everyone full control
